11:00–12:15 Panel I: Evaluation of “Too big to fail reforms” so far  

Over the past decade, substantial progress has been made in addressing the “too big to fail” problem. Resolution regimes, including bail-in frameworks, have significantly enhanced authorities’ ability to manage the failure of large banks without recourse to public funds. How far have we come, and what can be learned from recent bank failures? Against the backdrop of the ongoing debate on regulatory simplification, this panel discusses the remaining challenges and how to safeguard the effectiveness of the framework.

15:30–16:45 Panel II: Safeguarding Confidence and Liquidity Reserves in Bank Crisis.

As recent bank crises have shown, access to liquidity is core to maintaining confidence and to effective crisis management. This panel brings together resolution authorities, central banks and policy experts to discuss how liquidity stress may unfold, how liquidity and confidence can be safeguarded across the crisis lifecycle, and where current frameworks may be improved.
