Debt Management

The Debt Management department is responsible for the government’s debt and liquidity management. We issue government bonds and other securities purchased by banks, funds, insurance companies and other investors in Sweden and abroad. We manage the government’s daily liquidity and currency transactions. The objective of the debt management is to minimize the long-term costs of the government debt while considering risks.

We are 33 people working in four units and a staff: Analysis, Business Support and Development, Funding and Debt Management Back Office.

We strive to communicate in a transparent and predictable manner and to maintain good relationships with our investors. A broad investor base contributes to lower borrowing costs in the long term and valuable feedback on our business. We also work with international organisations such as the EU, OECD, IMF and the World Bank. This enables us to share our experiences with debt managers and other participants in the financial markets.

Analysis

The Analysis unit is responsible for analysis of the government debt management and provides internal and external advice. We co-ordinate the Debt Office's proposed guidelines for central government debt management and produces statistics on the central government borrowing requirement and government debt. The unit plans the financing of the borrowing requirement which includes the composition of different types of debt and in which maturities and currencies to borrow.

Business Support and Development

The Business Support and Development unit helps ensure that debt management runs smoothly and securely. We manage the digital tools and systems used to plan and carry out financial transactions, and we make sure that risks and limits are monitored properly.

Our work supports well-informed decisions and efficient operations within debt management. We also develop new ways of working and digital tools to keep improving how we do things.

Funding

The Funding unit has the operational responsibility for borrowing by auctioning government securities and issuing bonds in foreign currencies. The unit is also responsible for the liquidity management and finances daily deficits or invests surpluses in central government payments. It manages FX-flows that arises within the government. Primary dealer and investor relations are also included in the operations.

Debt Management Back Office

Debt Management Back Office is responsible for the clearing and settlement of Debt Office transactions. This includes handling payments, reconciling accounts and coordinating with internal and external counterparties to ensure smooth and secure financial processes in accordance with applicable regulations.
