Borrowing conducted by the Debt Office is characterised by openness, transparency and predictability. An important part of our policy is to have good and clear communications with investors.

The Government determines the frames and objectives for debt management in its annual guidelines. The board of the Debt Office approves a financial and risk policy, which lays down the internal rules and regulations for managing central government debt.

We endeavour to have an open and clear sales process. Government securities are normally sold at auctions; the Debt Office specifies the conditions in terms of maturity and volume one week in advance. The allocation of securities is determined at the auction. At the same time, the maximum sales interest rate, which depends on demand, is also determined.
