How we produce the guidelines

The Debt Office participates actively in producing the guidelines. Every year we produce a proposal that the government decides on. This proposal is based on our analyses and the Riksdag's most recent evaluation.

The guidelines apply for a year at a time, but state the direction for three years at a time. The intention is for central government debt management to be long-term and predictable. We submit a report on our debt management to the government and then the Government and the Riksdag evaluate the result.

How we produce the guidelines

  1. The Debt Office submits proposed guidelines to the Government.
  2. The Government makes a decision on the guidelines.
  3. The guidelines start to apply.
  4. We submit a report to the Government in the annual report.
  5. The Government evaluates the activity and makes a report to the Swedish parliament, the Riksdag.
  6. The Riksdag evaluates the central government debt management.
  7. We review the Riksdag's point of view in our proposed guidelines for next year.
